Phyllis,
  Pete was not on the Committee, but one of the committee members did use a
copy of a word doc that had some pertinent information on it referencing the
county codes.  The work doc was then used and completely changed to build
the questionnaire on.  Also, after the questionnaire was finalized, no one
on the committee had a good up-to-date file of contact information for the
former volunteers that were identified to be contacted.  So, a committee
member had to request help from Pete and others to compile our list of
contact information as best we could.  Otherwise, the questionnaire would
not have been able to be distributed, but he was not part of the committee.
We were still missing addresses/contact information for about a dozen former
volunteers when the questionnaire was released.

Dyson states in the last sentence, "LoBuglio said neither Sullivan nor any
members of his family, who currently volunteer in Port Royal, were involved
in the questionnaire."
It's all over the county, so you may have heard by now from others, that the
"properties" of your survey Word doc lists Pete Sullivan as the author.

Hello Phyllis,
Excuse me for not replying soon, I did not see your email until this
afternoon. At the April Chamber of Commerce meeting on Stan's boat, Ruby
Brabo spoke about the need for more professional and volunteer fire and
rescue personnel and it was mentioned by someone that the volunteer ranks
had lost 90% of rank and file since late 2008 and that the low number of
volunteers was causing the Fairview Beach Station #3 to be closed most of
the time due to lack of personnel on duty and also at the Dahlgren Station
#2 was only partially manned. I initiated talks with a few former volunteer
members to ask why isn't it possible to try and re-recruit as many of the
already trained former members. In my discussions, it was brought to my
attention that the County Ordnance dated 6/17/2008 imposed a grievance
policy of "due process" for paid professional members of the King George
Fire, Rescue and Emergency Medical Services, but noticeably left NO such
reasonable avenue for any volunteer (professional) member to receive any
fairness in treatment for due process of a grievance. The code specifically
noted that the Chief had absolute power to take action as he (or she) saw
fit even for dismissal without "due process" of review except for requesting
the County Administrator to review, which is the Chief's supervisor. This is
quite inadequate. It could even be interpreted by some as a direct
discriminatory violation in fair treatment, but that is not for me to
determine since I do not have any legal training to make such an
acquisition. In these discussions, I came up with the idea of collecting
direct comments from prior volunteer members by way of sending out a
questionnaire specifically to those members who have stopped volunteering
since late 2008. I asked a committee of volunteers to scrub the list and
eliminate members who were physically unable to perform by reason of old
age, poor health, and/or moving from the vicinity and also deleted the few
who were still serving. The questionnaire is meant to search for a way to
bring members back who already have most if not all adequate training and
serve as volunteers in adjoining jurisdictions. It must be properly
documented to find out why it has not been possible to date to have a
substantial number return to service. Therefore, the questions must be asked
and properly recorded to determine if there is any possibility to bring back
a fair number to help re-enforce the severely depleted ranks of the
volunteers. The filled out questionnaires are being returned to retired
Sheriff Clarence "Moose" Dobson directly to show complete fairness in
results collected and not to bring up any questions of mishandling or
tampering with the collected results. The citizens of King George County
need to hear the truth and make their own decisions why they may feel
inadequate about their safety and wellbeing of themselves, family and loved
ones and what are the consequences for poor responses of county services now
and in the near future.  The information will be collected and the results
will be forthcoming in the near future.
