CB will become independent in July

Due to our recent census count, Colonial Beach will now be in charge of maintenance, repairs and new road construction for secondary roads in the town starting July 1.

This does not mean that taxes will go up, since quarterly reimbursements will be sought after from VDOT for all roadwork.

For now the town will advertise for bids on roadwork until they decide what repairs can be handled by town staff and if new employees will be brought on for roadwork. All work must be completed to VDOT standards. Yearly inspections by VDOT will determine if funding remains available. 

In the case of paving new roads, the road must be first adopted into the highway system by VDOT then will be paved by the town if it is a secondary road. 

VDOT will continue to maintain Colonial Ave. and the ‘Y’ at the Beach Gate where it connects to Route 205. 

In preparation for taking over the roads, Town Manager Val Foulds and Public Works Director Rob Murphy recently visited Orange, VA, another small community that recently took over their own road maintenance after the 1990 decennial census. 

Foulds said they learned a lot about accounting principals and the advantages of taking over road maintenance. 

David T. Brown, VDOT’s Northern Neck Residency Administrator was on hand at the May 10 town council meeting to elaborate on answers to questions sent in by Streets and Road Committee Chairman Gary Seeber. 

Brown explained to town officials that VDOT still requires streets to be maintained to their level of standards and advised the town to stipulate those conditions in contracts for repairs. Brown also told the council that VDOT will still be available to the town for any upgrades. 

Seeber announced that the future work on the numbered streets will require water and sewer pipes to be removed and replaced. Water will run on one side of the road and sewer on the opposite to make repairs easier. Current lines run close together making repairs more costly. 

The biggest concern aired by both council members and citizens is the cutting of roads during repairs of the pipes. Brown said in some instances it is more practical to cut through the roads and other times they may be able to bore through the side of the pipes and leave the road undisturbed is called for. VDOT will be on hand to advise for those situations.
