FEMA obligates $31,000 reimbursement for Irene

FEMA has notified Colonial Beach that it has obligated $31,000 reimbursement for trash clean up on public property and storm preparations, for Hurricane Irene.

Because the reimbursement does not cover private assistance or pick up of private debris the town will bear the costs associated with residential removal of debris.

There is still more paperwork and red tape before the Town sees any of this money but it is still

good news for the Town of Colonial Beach since the Fire Department is looking to the town to fund new life packs and oxygen bottles at a cost of over $102,000. and the school system is requesting an extra $125,366.44. to fund the new Middle School Mod Pod.

After damage sustained during last year’s earthquake and storms left the middle school bathrooms unusable and water damage throughout the school uncovered years of neglected maintenance, the school system was forced to erect a mod pod behind the high school to provide a safe and comfortable learning environment for the students. 

Town Manager, Val Foulds said the town is still working with FEMA to get funding to replenish sand lost between the Town Pier and Riverboat Restaurant. Sand and labor is estimated to cost $20,000.

Policy making, grant requests and FEMA reimbursements all work together to better the town’s chances for government assistance.

The Council recently passed a personnel policy manual to replace its outdated existing manual. The objective of the personnel policy manual is to provide a uniform system of personnel administration for the staff of the Town of Colonial Beach, based on merit principles, equitable compensation, open competition in hiring and advancement, and equal employment opportunities.

Updated sections addressing enforcement of a drug free workplace and equal employment opportunities came just in time to fulfill the requirements for the application to FEMA.

In turn, seeking and being awarded the $31,000 will help the Town in seeking the Community Development Block Grant. The Department of Housing and Community Development is quicker to award money to localities that show a desire to move forward with development and demonstrate the ability to secure funds from all available sources.

The town has not yet applied for damage reimbursement for Tropical Storm Lee but is working with FEMA to determine what damages can be claimed. FEMA will only replace sand added by the town and not erosion of natural sand.

FEMA has not approved any money for earthquake damage in our area.
