Congdon departs early from School Board Meeting; Board vacates her seat

At the September 9th Regular School Board Meeting in Colonial Beach, Anne Congdon made and unexplained early departure during the Board’s closed session.
After the remaining members Tim Trivett, Mike Looney and newly sworn in Wayne Kennedy returned, the Board announced that Anne Congdon’s position as School Board Member was vacant, effective immediately and voted accordingly.

The Boards decision to vacate Congdon’s seat is in response to Virginia State Code 22.1-29 which states “Each person appointed or elected to a school board shall, at the time of his appointment or election, be a qualified voter and a bona fide resident of the district from which he is selected if appointment or election is by district or of the school division if appointment or election is at large; and if he shall cease to be a resident of such district or school division, his position on the school board shall be deemed vacant.”Trivett stated that the Board first learned about a month ago that Congdon might  be moving out of the district, to Northumberland County. It was confirmed yesterday evening during a closed session that Congdon had moved and set up residence outside of the District, according to Trivett.Congdon’s family lost their house in Colonial Beach to a fire over a year ago and efforts to rebuild have been slow. The family has vacated their rental home this month and moved into a house in Northumberland County according to Trivett.Colonial Beach School Board wasted no time advertising to fill the vacant seat which begins September 10th and runs till June 30th 2012. Applicants have until September 25th to submit letters of intent. The next School Board meeting will be held September 30th at which time the Board will conduct interviews.
