Colonial Beach School Board spends $25,000 on leave pay

On Thursday July 2, when most people where starting their Fourth of July weekend, School Board members Anne Congdon, Mike Looney, Patrice Lyburn and Chairman Tim Trivett were in what was described as a very long meeting, the majority of which was held as executive session.
  Announcements from the five-hour long meeting included more than $25,000 spent on sick, annual and personal leave pay for two former members of the school system. Kathy Greenlaw, formerly the title I reading specialist at the Elementary School, retired with $2,670 sick leave, and Barbara Worrell, former School Board finance director was granted $24,224.96 in sick, annual and personal leave.
  In the absence of a superintendent, Janet Brown, part-time interim finance director, was given authority to act as superintendent until one is found.
  By resolution, Janet Brown has also been given authority to sign checks in the absence of a school board member, and Kathleen Beane will be assistant financial director.

  This year’s budget was approved by the board, and Brown will provide a more detailed budget at a later date.
  The board also decided to forego the traditional method of paying bills once a month. Brown will now write checks as the bills come in to avoid service charges.
  However, the Board has decided that all employees will receive one monthly payment instead of twice a month. School Board Secretary Vicky DiNenna said most employees are paid monthly now, but those who aren’t will have prior notice. The new pay schedule will take effect in August 2009.
  A motion to purchase RDA (Robert Davis and Associates) financial software if end-of-year money is available will provide an updated payroll and accounting system for the school.
  Brown said she has communicated her desire to use this system to Town Financial Officer Joan Grant, but Brown had to have it approved by the School Board before she could present it to the Town Council.
  The current system, the Bright System, is designed to keep the books for counties, not schools. The new software would provide all the reports the town requests.
The RDA software was approved and adopted by the Department of Education.
Brown has worked with the RDA system while working in Poquosom and is confident it will be much easier and efficient for the school.
