13 arrests in Operation 096

In an early morning raid at 3:30 a.m. on July 31, the Tri-County Task Force made 8 of 13 arrests in Operation 096. The investigation is ongoing and more arrests are expected.

The Tri County Task Force consists of Westmoreland County Sheriff's Office, King George Sheriff's Office, Caroline County Sheriff's Office, VA State Police and NCIS. (Navel Criminal Investigative Service.)

The Tri County Task Force, working in conjunction with King George Sheriff's Office, made 13 arrests over a three day span beginning on Monday, July 29, ending with a mass round up on early Wednesday morning.

Assisting agencies, not a part of the Tri County Task Force, were; Northumberland Sheriff's Office, Westmoreland County EMS and ABC.

In a joint statement, Sheriff C.O. Balderson and KG Sheriff Steve F. Dempsey express the importance of team work and cooperation in conducting these types of operations. Both sheriffs also stated that this type of illegal activity will not be tolerated in their respective counties.

The operations execution began on Monday, with indictments handed down to three individuals.

Wilton, J McCoy, age 68 of Montross was indicted on two counts; one for distribution of schedule 3 substance, namely oxycodone and one to conspire to distribute said drug.

At the time of arrest McCoy was also charged on two warrants, for possession of marijuana and possession of a control substance schedule 1 or 2, namely morphine.

Richard E. Curley, age 27 of Colonial Beach, was indicted on one count of distribution of a controlled substance, namely heroin and one count to conspire to distribute said drug. At the time of his arrest Curley was also charged with violating a protective order.

Elmer J. Youngblood, age 35 of Hague was charged with two counts of distribution of a controlled substance Schedule I or II and one count of distribution of a controlled substance Schedule III.

On Tuesday July 30 two men were served indictments at the Northern Neck Regional Jail for charges connected with recent break-ins in Westmoreland County and surrounding areas.

Michael R. Bradshaw Jr., age 22 of Montross, currently incarcerated at NNRJ was indicted for two counts of grand larceny in a structure, two counts of breaking and entering and two counts destruction of property.

Shedrick B. Covert, age 23, listed as being from out of state but currently incarcerated at NNRJ was indicted for two counts of grand larceny in a structure, two counts of breaking and entering and two counts destruction of property.

The round up started at 3:30 a.m. on Wednesday, July 31. The following indictments where executed:

Stanley A. Cornwell, age 52 of Colonial Beach, two counts of distribution of a controlled substance, namely oxycodone. Subsequent to his arrest the task force seized a substantial amount U.S. currency and a golf cart.

Stanley B. Peyton, age 54 of Colonial Beach, one count of distribution of a controlled substance, one count of distribution of a controlled substance in a school zone and one count to conspire to distribute a controlled substance, namely crack cocaine.

Raymond R. Phillips the third, age 28 of Colonial Beach, two counts of distribution and one count of conspiring to distribute a controlled substance, namely heroin.

John Q. Smith, age 53 of Hague, two counts of distribution, namely crack cocaine.

Elton Smith, age 27 of Warsaw, two counts of distribution of crack cocaine.

Ivan E Lee, age 28 of Farnham, two counts of distribution of controlled substance with prior conviction namely, crack cocaine.

Tony L. Scott, age 46 of King George, one count of distribution of a controlled substance with a prior conviction namely, crack cocaine.

At this location a search warrant was executed on Dale Court in King George, police recovered 1998 GMC pick up truck and a firearm (shot gun). King George County Sheriff’s office SRT (Special Response Team) executed this warrant.

During the execution of the indictments, sheriffs arrested James Herbert, age 74 of Kinsale for assault and battery of a family member.

Twelve of the individuals arrested received no bond, John Q. Smith was released on his own recognizance. All suspects were arrested without incident. The investigation continues with more arrests forthcoming.

Of the 13 arrests Cornwell, Jackson and Phillips were all arrested in the corporate limits of Colonial Beach. All suspects were scheduled to appeared in Westmoreland JDR court this morning.
