Congdon leaves School Board

When it rains, it pours, or so it seems for the Colonial Beach school system.  Right in the middle of school budget proceedings, federally-mandated high school restructuring, an ambitious plan to add a middle school, and less than a month after school board elections, School Board Member Bronwyn “Anne” Congdon resigned her seat in an e-mail to board chairman Tim Trivett on May 13 effective immediately.  Congdon served two years of her four-year term and had proven herself to be a tireless crusader for students enrolled in beach schools.  Congdon also prevailed in Westmoreland County court last year after an attempt to remove her from the board was initiated by members Trivett and C. Wayne Kennedy.   

According to Virginia Code #24.2-228, school board members have 45 days to appoint a replacement for Congdon to serve the remaining two years of her term.  The appointee must be a qualified voter and reside in the election district.  There are no requirements to have a special election, as the town’s population is less than 3,500.
Before the board agrees on a replacement, they are required to advertise a request for persons interested in serving to submit a letter of interest.  According to Chairman Trivett, once all interested parties have been identified, the board will hold a public hearing to provide an opportunity for citizen input.  It is Trivett’s hope that a new board member will be in place by July.  
There has been much speculation about who the board will appoint to replace Congdon, especially in light of the recent May 4 election.  Two educators, retired teacher C. Wayne Kennedy (267 votes) and King George elementary teacher Vicki Roberson (402 votes), were elected to the board.  Elementary School PTA President Shelly Jenkins (244 votes) received the third highest number of votes.
The school board will meet next this evening, May 19 at 7 p.m. at Town Hall.  Expected to be on the agenda is approval of the 2010-2011 budget for submission to Town Council and introduction of the school’s Lead Turnaround Partner who will assist Superintendent Donna Power in guiding the high school into compliance with federally mandated No Child Left Behind goals.  Member Patrice Lyburn was not present at the April meeting; if she is not in attendance at the May meeting that will leave members Trivett, Kennedy and Looney to make critical decisions affecting the education of students at the beach.
