Mayor names new committee members

Mayor Fred Rummage invoked his privilege “to make all appointments to Town Council committees” granted under the By-Laws and Rules of Procedure for the Colonial Beach Town Council and re-organized council committee membership rosters.  Council members had previously agreed to change council committee membership rosters.

Rummage appointed Karen Payne as chairwoman of the Budget Committee with Sparky Ridgely and Mike Ham as members.  Burkett Lyburn was appointed chairman of the Public Safety Committee with Sparky Ridgely and Shane Buzby as members.  Gary Seeber was appointed chairman of the Public Works

A roll call vote to approve Rummage’s committee appointments resulted in a split 4-3 vote.  Members Buzby, Ham and Seeber voted “nay” and members Lyburn, Payne, Ridgely and Rummage voted “aye,” providing a majority vote and Resolution 34-11 passed as written.  Ridgely put council on notice before the vote by saying he would be “a non-voting member” on the Public Safety committee due to holding an elected office in the Colonial Beach Volunteer Rescue Squad.

New committee chairs provided reports to full council.  Payne, chairwoman of the budget committee, noted that Resolution 39-11 was before the council.  The resolution provides for an additional $75,000 to be added to the 2011-2012 local school transfer and further provides for up to an additional $75,000 to be added to the transfer once annual audit results are finalized in September.  The resolution unanimously passed. 

Lyburn, chairman of the public safety committee, and Police Chief Kenneth Blevins, Sr., reported on the recent watercraft racing competition held at the beach.

“I heard nothing but positive comments the whole weekend,” Blevins said. 

He also requested town residents to “please lock your vehicles and take your keys out of your golf carts,” in response to a recent rash of golf cart thefts and vandalism.  Lyburn presented Blevins with a plaque in appreciation of the recent 20th annual National Night Out held Aug. 2.

Payne, Ridgely and Larry Roberson, Westmoreland County supervisor, all reported that the town and county are moving forward to establish a no-wake zone in Monroe Bay following a fatal boating accident over the July 4 weekend. 

Roberson further reported to council that the county has approved the final stretch of paving of Santa Maria and will be looking for bids to begin paving Meadow Avenue.  Santa Maria paving is scheduled to begin in the fall.

Resolution 38-11, introduced by Seeber, would have provided a place to sit and a nameplate at each council meeting for Westmoreland County Supervisor Larry Roberson.  Seeber later withdrew the resolution, after being assured by Rummage that “if he has something to report, he’ll report it.” 

Council also unanimously passed Resolution 37-11, which allows the town manager to execute an agreement to obtain funding for the town’s recent purchase of a jet truck. 

Resolution 40-11, the right-of-way abandonment guidelines, was tabled for further review by committee.  
Payne introduced Resolution 40-12, which passed unanimously, to sponsor a hole in the upcoming museum sponsored golf tournament in the amount of $50.
