School employees not eligible for town’s holiday bonuses

An ordinance granting council the legal right to provide annual bonuses to town employees was unanimously approved at the Dec. 8 meeting.  However, in response to a question by Westmoreland County Supervisor Larry Roberson if school employees were included in the proposed bonuses, town attorney Andrea Erard said any bonuses to school employees “would have to be done by the School Board.”  

 

 

According to Superintendent Donna Power, federal stimulus funds that were earmarked to provide bonuses and incentives to school staff have been put on hold and the council-approved  budget does not allow for additional funding for annual bonuses.  Westmoreland County Board of Supervisors include school employees as well as county employees in any bonuses given.
Due to several citizens speaking out on the issue of town employee bonuses, the resolution was changed before approval clarifying that employees “may” receive an annual bonus, rather than the proposed language, which stated employees “shall” receive an annual bonus.
Speaking to citizen questions about the amount of the proposed employee bonuses, council member Steve Kennedy noted that “It’s not something where we’re talking a huge sum of money.  This has been going on for a number of years.  It’s nothing new.”  Council member and budget committee chair Sparky Ridgely further clarified “If we gave each employee $100 this year, we’re talking $6,325.”  
Mayor Fred Rummage was absent from the December meeting due to illness.  According to Town Manager Val Foulds, Rummage had a “procedure” done last Wednesday and was currently hospitalized.   Rummage’s wife, Dona Rummage, has advised The Journal that “he is doing extremely well.  He is amazing doctors and nurses alike and should be home on Tuesday.”
In other matters, council appointed Gail Moore to the Colonial Beach Tourism Advisory Council, adopted third quarter appropriations, approved an adjustment to the current fiscal year budget general fund to include two grants, one to public works in the amount of $3,507 and one from Department of Housing and Community Development in the amount of $35,000.  Council also approved the Colonial Beach Chamber of Commerce’s request to erect a structure at 2301 McKinney Boulevard to be used to display banners and public announcements.
