Town gets down to business

Colonial Beach Town Manager Val Foulds updated the council on recent issues at the Thursday session of the Town Council work session.

Town staff is working on next fiscal year’s budget, which begins July 1. Foulds reported that town staff participated in a four-hour workshop on Tuesday, Feb. 26, to review revenue projections only.

 

Chief Financial Officer Joan Grant is now working with those numbers to provide total revenue projections.
The town has been advised by the auditors to create new templates, where needed. Specifically, to separate the water and sewer revenues. These changes will not affect residents’ bills — the two utilities will still be billed together.
Town staff still needs to perform some actions to prepare for the audit for this fiscal year, ending June 30.
“These items are in addition to the annual audit preparation. I equate this to the exercises we perform as individuals or households when we are preparing to file our annual income taxes,” Fould explained.
Foulds discussed some budget amendments for this year that will come before the council in March for approval.
The items to be included are as follows: the addition of a $1,000 grant for the fire department, the addition of monies received from the sale of scrap metal and other surplus goods (approximately $5,000), funding associated with the 2013 application for the Downtown Revitalization Grant ($12,000 to Land Studio), and an outstanding amount due from the school system (approximately $39,000).

Funding for the application for the Downtown Revitalization Grant refers to the fees charged by Land Studio to revise the town’s application for the a grant for the Community Development Block Grant. The town is requesting $750,000 for improvements to the boardwalk area to boost tourism and help jumpstart the town’s economy.
The town originally applied for the grant last year, and money to pay Land Studio was covered by a smaller $35,000 planning grant previously awarded to the town to fund the studies and workshops in order to apply for the larger grant. This year, the town needed to come up with the reapplying fees of $12,000 to Lands Studio, out of the town’s budget.

The council approved the funding for the reapplication, but the money has not been identified for that purpose yet.

The last amendment concerns an overage in the schools’ budget for fiscal year 2012. The school used this money to purchase some unexpected items, and after all the purchases, there is approximately $39,000 left over.

Foulds suggested using those funds for the Land Studio fee, and to fund the Whitestone fees for employee evaluations in the amount of $17,000.
The town has been working to eliminate Inflow and Infiltration (I & I) in the town’s sewer system. I & I is the result of storm water leaking into the sewer drainage pipes, either through cracks or collapsed pipes.
In order to continue the project, the town must obtain a Rural Development Bond of $2,460,000 set for closing in April.
Foulds informed the group that a public hearing must be conducted, and the loan resolution adopted by the council, prior to the loan closing. The public hearing has been advertised, and is scheduled for the March 14 meeting.

Town Attorney Andrea Erard is currently reviewing documents to establish the ownership of the boardwalk on the north side of Colonial Avenue. All related documents provided by Councilwoman Brubaker, Building and Zoning Director Gary Mitchell, and Financial Officer Joan Grant have been provided to the town attorney for further work.
