Brownley submits letter of resignation

Tension was building at the A.T. Johnson Building as the Westmoreland County supervisors came in one by one.  The county attorney was there.  People were beginning to fill up the chairs.  This was to be a meeting about what to do about the new drug conviction against Lynn Brownley, member of the board from the Third District.
Just as the meeting was about to start, someone handed Chairman W.W. Hynson a letter signed by Lynn Brownley, and sent by e-mail at 1:34 p.m., Thursday, October 28, 2010, the day of the board meeting, from Brownley to the office of the county supervisor.  It was addressed to the citizens of Westmoreland County, including the Board of Supervisors.

Brownley stated in the letter that he relapsed into addiction again about a year ago and used prescription drugs.  He went on to say that reasons exist for things that happen, but he offered no excuses.  He apologized to the community, his family and friends.  He added, “I heartily apologize also to those that supported my return to public life and who believed in my policy positions.”  He said he was the primary victim of his misconduct, but acknowledged the “disappointment and hurt” felt by others.
Brownley said he enjoyed his time on the board and hoped he was sincere and competent in that work.  He resigned his seat on the board and said he had submitted a recommendation for his replacement, which he hoped the board would act on at its Nov. 8 meeting. The name of that person was not indicated in the letter.
Finally, Brownley said he had a few opportunities that he will focus on, particularly in the environmental arena.
“I will never lose the desire to see our community progress, and I will remain active in this county to achieve important outcomes,” he said.
After reading the letter aloud, Hynson asked the board whether they would accept the resignation.  First District board member Darryl Fisher moved that they write a letter from the board thanking Brownley for his service, wishing him well and thanking him for his resignation.  
“He did the right thing,” Fisher said.  Larry Roberson, Fifth District supervisor seconded the motion and it passed unanimously.
Chairman Hynson also expressed hope that Brownley will get the help he needs and pull his life together.
Russ Culver, supervisor from the Second District was not present.
