Vacant BoS seat to be filled Nov. 22

The Westmoreland Supervisors will reconvene this Monday’s session at 7 p.m. on Nov. 22 in the A.T. Johnson auditorium for the purpose of selecting the next District 3 Supervisor. The appointee will fill the position vacated by Lynn Brownley on Oct. 28.
Brownley resigned from the elected position after pleading guilty to a felony drug charge. Sentencing will occur in January 2011.
All five Westmoreland Board of Supervisors terms expire on Dec. 31, 2011. An election will be held next November and the District 3 winner will immediately assume the duties of the District 3 position.

Brownley submits letter of resignation

Tension was building at the A.T. Johnson Building as the Westmoreland County supervisors came in one by one.  The county attorney was there.  People were beginning to fill up the chairs.  This was to be a meeting about what to do about the new drug conviction against Lynn Brownley, member of the board from the Third District.
Just as the meeting was about to start, someone handed Chairman W.W. Hynson a letter signed by Lynn Brownley, and sent by e-mail at 1:34 p.m., Thursday, October 28, 2010, the day of the board meeting, from Brownley to the office of the county supervisor.  It was addressed to the citizens of Westmoreland County, including the Board of Supervisors.

Westmoreland limits Halloween festivities to Sunday, October 31

The Westmoreland Supervisors borrowed a page from their Colonial Beach Council counterparts and adopted a resolution designating Sunday, Oct. 31 as the day for observing Halloween festivities.

According to the resolution, it is in the county's best interest to ensure that any Halloween events are as organized and safe as possible.

Lynn Brownley now a twice-convicted felon

On Monday, Oct. 25, Lynn C. Brownley appeared in the Westmoreland County Circuit Court for his trial on the charge of possession of a controlled substance listed in Schedule I or II. This would be the second time Brownley was faced with the same charge. His last conviction was in 1989, and resulted in his stepping down as Commonwealth’s Attorney of Westmoreland County.

There was a written agreement signed by Brownley that he was pleading guilty to the charge, but there was no agreement as to sentence nor did things go as Brownley had hoped during the hearing. Brownley’s attorney asked the court not to find him guilty during the Monday hearing, but that was not to be.

Developers have more time to finish stalled projects

Westmoreland Zoning Administrator Robert Fink has advised the jurisdiction’s Planning Commission of a change in Virginia law that the county needs to implement by making changes to its own ordinances.
On Oct. 4 Fink distributed a document detailing the new Virginia Code Section 15.2-3309.1, which the General Assembly adopted to address what the legislation describes as Virginia’s “housing crisis.”

W’md Planning Commission completes Comprehensive Plan

After two years of effort with members of the county’s public and Northern Neck Planning District Director Jerry Davis, the Westmoreland County Planning Commission voted this Monday to accept what they consider a completed 2010-2030 Comprehensive Plan.
In September 2008 the commissioners and Davis launched the effort with a series of slide presentations in three geographically separated areas of Westmoreland. A citizen survey followed and citizens later served on committees that met with the commissioners and Davis to develop specific topics that have since been incorporated as part of the completed document.
